According to Minneapolis National Weather Service the red dirt causing Minnesota's orange snow was picked yesterday from the North West Texas area by the jetstream. Unfortunately this area includes the locations radioactively contaminated by the Plutonium fire at DOE's WIPP nuclear waste dump. Details on the WIPP disaster can be found here

Why is The Assistant Secretary of Preparedness & Response Ordering Hundreds of Nose Bleed Tourniquets?

The Assistant Secretary for Preparedness & Response (ASPR) has a sole source order out for a few hundred "Epistaxis Devices". Basically these are inflatable balloons which one stuffs up someone's nose to cause tourniquet compression on the nasal artery.

So one has to ask why is ASPR ordering these things; and if they really need them, why aren't they up for competitive bidding? Something doesn't smell right.

Maybe ASPR is funding a remake of 99 Luftballons?

BUGOUT ALERT! CDC Preps MASSIVE Ventilator Order, References Radiological Event And Pandemic Influenza

Plutonium Lung or Pneumonia of Unknown Etiology (look for these latter words)

On February 24th the CDC put out a Solicitation tasking all Mechanical Ventilator manufacturers to provide CDC with information in preparation for a MASSIVE order for ventilators.

"Mechanical ventilators are a critical life-saving non-pharmaceutical medical countermeasure for patients experiencing respiratory failure that could result from the consequences of a pandemic influenza, emerging infectious disease or other chemical, biological or radiological event. These events can quickly overwhelm the hospital resources of the locale and the region. In a public health emergency resulting in respiratory failure for a large number of patients, hospitals will need to surge the medical capabilities needed to provide mechanical ventilation"

Based on the solicitation, CDC wants manufactures to be able to deliver 5000 ventilators each on a non-surge capacity.The CDC also wants manufactures to address their capability to rapidly and massively increase surge production over a 12 week surge capability, including identifying raw material sources.
CDC wants all this information by March 18th.

So the following things immediately come to mind:

(1) The DOE WIPP site released a Plutonium Cloud on Valentine's Day which we calculate to have been 330,000,000 Becquerel in size, released over an approximate 30 second period in an estimated 10,000 cubic meters of air. All of which rapidly shot Northwest towards Denver. We also see a significant risk of additional explosions and more significant releases (see more info below)

(2) Pandemic H7N9 avian influenza. The Government has been prepping for H7N9 like it was the Zombie Apocalypse. REPORTED cases in China have trickled off recently; there may be another up tick tied to the their celebration of Women's Day on 3/8/14. Provided that information is not being withheld we would not expect such a pandemic till Fall 2014

(3) CDC just released an order on COTS tools to establish a TWITTER firehose, with 5 years of historical data. The demonstrated purpose was for H7N9 and MERS information Fusion. The 5 year historical legacy makes less sense for an outbreak of H7N9 or MERS this year, but it does make a lot of sense for identifying NUCLEAR and Medical bloggers of influence.

(4) Lots of the Government's prep work for Influenza and Nuclear disaster overlap. We have covered much of the Pandemic aspect this year; but the Nuke aspect has not gone unnoticed and we have referenced that the Government seems to be preparing for a Plutonium Fizzle event. The outcome from a fizzle event and the release of weapons grade Plutonium dust from the WIPP site in New Mexico share similar outcomes.

So is this prep specifically for the Nuclear event in New Mexico? We don't know. But we do know that the primary shortage tied to this year's H1N1 outbreak was a shortage of ECMO (artificial lung) machines. A technology and manpower a step above mechanical ventilators.

One thing we know for sure, it would be wise risk mitigation to be able to IMMEDIATELY escape upwind of the WIPP site within a moments notice for anyone living within a 200 mile zone. This means having a P100 mask and items to sustain comfort immediately available and transportable (along with a plan to get out).

We expect that the DOE WIPP site should be tracking levels of Hydrogen, Methane, & VOC's from increased radiolysis occurring in the WIPP mine. But, this does not mean they will alert you. DOE denied the Plutonium release for DAYS.

Alternative media is just now reporting the size of the Plutonium release, we first quantified and reported the size of that Plutonium release over 1 week ago. People did not want to believe there was a massive release because of Normalcy Bias, don't make that mistake again!

New information from the WIPP town hall meeting in Carlsbad, NM puts the strength of the Plutonium Cloud THREE TIMES higher at the epi-center of the radioactive release, as compared to the data we previously had from roughly 1/2 mile Northwest of the radioactive release. Hence, at TIME ZERO, GROUND ZERO, the Plutonium cloud measured approximately 330,000,000 Becquerels, all released within a 30 second time frame; comprising an estimated 10,000 cubic meters of contaminated air.

A proven reliable source with inside information on the internal happenings at the WIPP  Plutonium disaster has provided us with radiation reading for Saturday 2/22/14, taken before and after HEPA filtration of the exhaust air from the WIPP mine shaft. Based on that information, and using risk mitigating assumptions, we calculated that Plutonium and Americium are CURRENTLY being RELEASED INTO THE OUTSIDE AIR at a rate of 400,000 Disintegrations Per Minute (DPM), for every single minute the ventilation system is running. For those more comfortable with the Becquerel as a unit of measure, that works out to the plant exhausting 6,667 Becquerels of Plutonium and Americium PER MINUTE into the outside air.

Our source informed us that at Station A (prior to HEPA filtration) that the small amount of air which is being sampled returned a reading of several hundred DPM's; and that the POST HEPA FILTERED AIR was reading approximately 20 DPM's.

WIPP planning documents indicated that their ventilation system has 3 fans, which which add up to at total ventilation capacity of 20,000 Cubic Meters of Air per minute. The ventilation system has 4 circuits. It is unclear which circuits are running, or at what rates. It is also unclear if there are even higher concentrated released going out of the other shafts at the plant. But given the information available, the wise risk mitigation based measurement for current releases is 400,000 DPM's every single minute.

It is also important to note that the sampling filters are tiny in comparison to the over all airflow, only a small subset of air is measured. The photos of the Station A sensors/ filters show a pipe roughly 1/2 inch in diameter as the air sample source. The actual exhaust pipe is tall enough for a person to walk in. The plant also has 4 ventilation zones, it is unclear which zones are currently being ventilated. Hence 400K DPM per minute is the MINIMUM Radiation release number on which a wise person would base risk mitigation decisions.

During the first 30 seconds of the disaster before HEPA filtration started, we calculate that a Plutonium + Americium cloud of 6.6 BILLION DPM's (110,000,000 Becquerels) passed by a radiation monitor 1/2 a mile North West of the Plant.

Those numbers do involve assumptions forced upon us by DOE and CERMC because they don't release the full context of the their detections (they prefer to use Bananas as a basis of radiation exposure). Our numbers are based on conservatively risk mitigating public health exposure, with context derived from WIPP data gleaned from the EPA permitting documents.

In that regard, understand that when  WIPP and CERMC release this data in a few days, you can expect AT BEST they will only mention 20 DPM being measured. Don't expect them to deliver the truthful context of what that means, nor should you expect them to release the RAW DATA and info to check their calculation. It is of utmost importance to them that they control the narrative of what is happening at WIPP.

Those contamination values mean that a person directly down wind during that time period inhaled 36 TRILLION Plutonium atoms. Assuming normal breathing rates, and uniform distribution, a person would have had to be on site for 3.6 hours to have inhaled 1 TRILLION Plutonium atoms, one of which would have released an Alpha Radiation particle INSIDE of his/her lungs.

We believe that it is unlikely that the DOE WIPP site has Air Filtration systems capable of surviving an explosion.

We looked through the recent paper trail of activities at DOE's WIPP plant in New Mexico, to see what current processes or activities could have resulted in that radioactive airborne contamination reported at the site.

Our conclusion is that IF there was a true radiological  event at WIPP, and not a false alarm detecting Fukushima radiation, it is most likely a Radioactive Explosion tied to the radiation generated Hydrogen, Methane, and Volatile Organic Compounds from hazardous wastes materials associated with and contained in highly radioactive transuranic waste containers, which are too radioactive to be directly handled by humans.

A search of documentation indicates that the WIPP site was trying to remove EPA requirements that they test for the presence of Hydrogen, Methane, and VOC's. On top of that, the WIPP site was trying to implement a cheaper way of sealing up the radioactive tombs (referred to as PANELS by WIPP)  using loose salt and steel doors; as opposed to the giant concrete plug which their site approval was based upon. It appears to us that that Panel Closure design, known as "ROMPCS" (see below) could potential trap hydrogen in the loose salt used to "seal' the tunnels to the tombs.

It just so happens that one such tomb, Panel Closure 6, had just been completely filled up with transuranic waste and was either recently sealed or in the processes of being sealed; as a result PANEL #7 had just been opened for business.  Just prior to the "event" at WIPP the following document trail occurred. Note the Item in Blue was requested 3 days prior to the "radiological event"

Last night a Twitter user https://twitter.com/PairofDeuces contacted us with information that a sample radioactive swipe taken at DOE's Waste Isolation Pilot Plant in New Mexico returned a Plutonium reading in excess of Millions of Disintegrations Per Minute per square centimeter.

Such a reading would indicate that Plutonium was spread over the DOE site at a concentration very roughly around 1 gram per square meter. Given that the Plutonium would have had to come from an exhaust vent at the site, the airborne PLUTONIUM concentrations leading to such a surface level deposition must have been MUCH greater. Readings at that level would also imply an underground fire and/or explosion.

That scenario is not out of line with what is being hinted at in the media this morning

"A less probable cause, he said, was a radiological process inside a container that forced material out" -LaTimes

It is also inline with a news report of a New Mexico engineer not being allowed on the property to retrieve samples from an airborne radiation measuring device.

"It's my understanding that at some point in the near future we will be allowed to collect our filters, and at that point we'll be able to do our analysis," Hardy said. "Our mission is to report whatever we find." -Russell Hardy, director of the Carlsbad Environmental Monitoring and Research Center,

As such these reports are very concerning; and they indicate a level of above ground and underground contamination which seems to be beyond what would be expected from Fukushima event impacting New Mexico.


This morning things got weirder when we replied to Twitter user "PairofDeuces" pointing out to them the implication of the radiation detections they were reporting, they deleted all their Tweets regarding the matter.

We have asked them if they deleted the information because they were being untruthful or because they were scared of the implications, so far we have no response. Based on "PairofDeuces" initial contact and our questioning of him/her, we made an assessment of their competence and veracity: Our conclusion was they they may have some technician level knowledge of the applicable equipment and procedures used by DOE to make radiological measurements, but they have little theoretical knowledge; more over they seemed to be "puffing". That puts them on our list of people who might have information, but who might also be less than trust worthy.


In the end, it seems what is happening at DOE WIPP in New Mexico is worse than what is being let on, BE PREPARED.

MAX ALERT! Nuclear Alert In New Mexico, We Suspect Fukushima Radon + Fallout & Spallation Products.

FRIDAY evening, underground sensors at DOE's Waste Isolation Pilot Plant detected elevated Airborne radiation levels. Obviously taking 48 hours to warn the public is unacceptable. Based on JetStream patterns we believe he source of this detection MAY be Fukushima; as such we expect a report out of the DOE blaming Radon as the source. The Fukushima event in question would have occurred around 2/8/14

Hot Fukushima corium is steaming naturally radioactive Radon laden ground water on an industrial scale. It is ground water that has been in direct contact with the melted radioactive core, as such the steam also contains manmade radioactive materials.

Of course the obvious question is how would airborne Fukushima fallout make it into an underground cavern? The answer is that the DOE caverns are ventilated with fresh air. That ventilation was isolated when the alarm system went off.

One would hope that IF the source radiation was from the plant itself that situation would have been confirmed already and appropriate actions taken. It's possible that DOE is confused by the readings of Radon, Fukushima Fallout products, and possibly even short half life nuclear spallation products resulting from the interaction of Fukushima fallout and Solar flares.


In any of the above scenarios the situation is Max Alert worthy, STAY OUT OF THE RAIN. (freezing rain and rain is forecast for Saint Louis 2/17/14)

FEMA Eyeing 72 hour Notice Turnkey Responder Base Camps in Hawaii, Samoa, And Guam

FEMA is looking for outfits that can set up turnkey "Base Support Camp"(s) in the Pacific.
The RFI identifies them National Responder Support Camps. Based on the documentation, these are standalone all inclusive camps with segregated male and female areas; all contained within a fenced security barrier.

Apparently FEMA does not expect these "Responders" to do much physical "responding" outside of the camp's fenced security barrier, because they also want these camps to have exercise yards. The responders also require disability access, and some requirement to have Kosher and vegetarian foods.

One has to wonder how these "Support Camps" will fit in with the contract the Centers For Disease Control (CDC) awarded ASIA Pacific Airlines for the Emergency Delivery Of Strategic National Medical Stockpile to the Pacific.

But have no worries, these camps will be happy happy happy places as personified by the joyful face of this FEMA Mass Care Group Supervisor shown on FEMA's website. (see photo below)

As Predicted, Saint Louis Had A Radioactive Snow Storm

As we had predicted, based on the Jet Stream pattern, we did have a radioactive snow storm here is Saint Louis. We captured the entirety of the event on our Live Outdoor & Indoor AIRBORNE Radiation Monitors. (see Images below)

A peculiar aspect of this storm is that the radiation started spiking upwards approximately 6 hours after the storm / snowfall began. Radiation levels remained elevated for roughly 10 hours. The maximum level occurred at roughly at 7:45 am, and was primarily composed of Gamma radiation as the spike was also detected on our indoor monitor.

Based on previous observations, these events tie to radioactive ground water steamed up from the ground in Fukushima and transported via the JetStream to the USA. The primary immediate risk from such events are radioactive Iodines and Xenons, neither of which are readily detectable in swipes taken after the fact. Radioactive Cesium from weather events has made it into the Missouri food chain, as we have documented in the professional radiological beef testing we have had performed on samples of grass fed beef.

Casadevall is Professor and Chair of the Department of Microbiology and Immunology at Albert Einstein College of Medicine of Yeshiva University in New York. To explore this dynamic relationship, Casadevall and colleagues have long examined Cryptococcus neoformans, a common fungus that is harmless to healthy people but can cause serious disease, including lung infections and fungal meningitis, in immune-compromised people such as those with HIV/AIDS. Many of the laboratory’s projects seek to understand how hosts defend against C. neoformans and how the organism’s virulence contributes to disease.

ALERT! US GOV Stockpiling 14 Million CHILDREN's Doses of Potassium Iodide "ThyroSafe"

The Department of Health and Human Services has an order out for 14,000,000 children's doses of Potassium Iodide, "ThyroSafe" brand, for February 1st delivery; price quotes are due by 12/23/13. Based on other Government possibly jointly related to H7N9 pandemic preparations, it appears that this stockpile is being readied for emergency delivery to Pacific Rim Island locations (more on that in a follow-up post)

Potassium Iodide (PI) is a thyroid blocker. It is used to prevent the thyroid from absorbing radioactive iodine. PI works by filling up the thyroid with iodine, thereby preventing any further absorption of iodine.

The quantity being ordered is 700,000 packages of 20 tablets each. Each tablet contains 65mg of Potassium Iodide. 65mg is a child's dose, the adult dose is double that amount. These specifications clearly indicate that this stockpile is for civilian purposes.  Last year the military had an order out for approximately 1 million doses of "iOSAT" (the adult dosage)

The quantity and dosage being order is sufficient to offer US Pacific Island protectorates (but not Hawaii)  roughly 20 days protection from radioactive iodine produced from a Fukushima fuel pool failure. In a nuclear war scenario 10 days protection is called for as the majority of radioIodines will have decayed within 10days after the blast. However, the Fukushima catastrophe is a continuously producing source of radioIodides; and as such, a fuel pool failure can produce massive amounts of radioactive Iodine for weeks, months, and years.


iOSAT and ThyroSafe make good Christmas stocking stuffers they are relatively cheap at $6 for 14 adult doses of iOSAT and $13 for 20 children's doses of ThyroSafe.  Both should last indefinitely if stored well, their printed shelf lives are 6 years. Amazon seems to have the best prices on both items, alternatively direct order from the manufacturer is advisable for the longest shelf life. ALERT: Unusual Increase In Airborne Radioactivity, Saint Louis

There is an unusual 20-30% increase in Airborne radioactivity blowing into the Saint Louis area, tied to the Fukushima jetstream moving into the area.  We can not say with certainty that the increase is Fukushima related; given the high surface winds, we don't don't discount the possibility that the radiation increase may be from Weldon Spring Ordnance Works Nuclear Superfund Site:

If the increase in radiation is related to Fukushima we would expect elevated readings to soon be reported from other reporting locations.

POTRBLOG Reverse Engineers U.S. Radiological Disaster CONOPS & Identifies Nuclear Threats

Back in May we warned that the U.S. Government was making significant preparations for a Nuclear / Radiological Disaster , since then we have been analyzing the large number of recent Federal Solicitations related to Project BioShield for insight into  U.S. Government's threat matrix. Congress renewed Project BioShield in March as part of the Pandemic All Hazards Preparedness Reauthorization Act of 2013, a direct result of the H7N9 Hemorrhagic Bird Flu outbreak in China.

 As one can envision,  the focus is on Pandemic Avian Influenza, however there are also Medical Counter Measures (MCM)  budget line items for the whole Chemical, Biological, Radiological, and Nuclear (CBRN) threat spectrum. The mix of these line items (and how treatments overlap) increases the difficulty of figuring out specifically which scenarios the U.S. Government perceives as likely / significant threats.

But with much diligence, we have been able to look at the released solicitations and reverse decompose their requirements into the Concept of Operations which created them. When time becomes available, we will go into more detail, and provide source links for the analysis (and likely a video too). But for the moment, an executive summary of the radiological  risk planning we have surmised will have to suffice.

Executive Summary:
Radiological Disaster Vignettes (in no particular order)

(1) Fukushima: Large scale treatment of U.S. Military personnel stationed in Tokyo for Acute Radiation Sickness resulting from rapidly escalating Nuclear activity at Fukushima

(2) Limited tactical nuclear exchange outside of CONUS

(3) Nagasaki scale Terrorist attack on US Soil via improvised Plutonium Fizzle device

(4) Chernobyl style incident at a US Nuclear Site

 All of the above threat scenarios fit the CONOPS of the logistical, supply chain, and medical treatment constraints evident in the RECENT Federal solicitations we have examined.  

CDC Awards 2.79 Million DOSE Order For Radiation Sickness Treatment from AMGEN. (works on FLU too)

The award went out to AMGEN today to TREAT Radiation Sickness from a "NUCLEAR INCIDENT"

 "Product: a recombinant human Colony Stimulating Factor (CSF) as either Granulocyte (G) or Granulocyte-Macrophage (GM), also known as G-CSF or GM-CSF, for use in the treatment of neutropenia arising as a primary pathology from hematopoietic progenitor cell injury caused by a radiation or nuclear incident. The USG intends to purchase up to 2.79 million doses;...

 ...It is the goal of the forthcoming RFP to obtain licensed products which have the indication of treatment of neutropenia (regardless of cause). emphasis added"

Not only is this drug an experimental treatment for radiation sickness, it is also an experimental treatment for influenza; not a bad thing to have on hand with the current conditions in Fukushima and the massive planning the USG is doing for an H7N9 Pandemic Flu outbreak.

The situation appears to be a mobilization of the National Disaster Medical System 

Summary: 

Based on Federal Solicitations, FEMA is readying to deploy 100,000 medical personnel to 1000 shelter locations (100 medical personnel per location) on 48 hours notice. These shelter locations appear to be the housing quarters for the medical teams, as they are being stocked with atypical luxury, aka mobile showers, restrooms, hot food, medical clothing (scrubs), winter "sweat shirts and pants" etc.

Contractor comments/questions call it an "Armageddon scenario" and question the capabilities of their industries to support it. These Government solicitations have all the earmarks of massive logistical incompetence.

The threat being prepared for appears to be coming out of the Pacific Rim region, a likely scenario is the human spread of Avian Bird Flu (H7N9) out of China. We think less it is less likely (but we can't rule it out) that this is a Fukushima preparation because nuclear threats are invisible and usually deniable. Any such mobilization MUST BE less panic inducing than the threat which it seeks to quell, aka PANDEMIC.

PARTIAL Details:

100,000 "Doctor Scrubs" pants and shirts, 90% Adult Sizes (MUST DELIVER 50,000 with 48 hours notice)
100,000 "Sweat shirts and pants" 90% adult.  (MUST DELIVER 50,000 with 48 hours notice)

1000 Shelters each holding 100 people, with mobile showers and restrooms supporting (2000 total showers).

And enough Fuel, Hot food delivery containers, sundries, protective equipment, hygine equipment and etc to supply.

6,000,000 autoclavable cotton blankets and so on and so forth, all must be available under "SURGE TEMPO" and typically in 48 hours notice.

8,100,000 liters of  Bottled Drinking Water and 3,000,000 liters of Extended Shelf Life Drinking Water

Question4. Would we be able to get a longer lead time for the initial order and then 30 days for the remainder of the contract? As the blankets will be manufactured in Pakistan? It will be hard to carry 100,000 Pcs in Inventory. We on a general basis stock no more than 25,000 - 30,000 Pcs in inventory locally in GA.

The US Government is mobilizing for a massive medical event; the scale of which is approximately 1000 sites with approximately 100 people per site. These actions are being taken with a requirement for a 48 hour response time.

 One contractor is on record as stating "the Armageddon scenario is too large" for him and his competitors combined to handle.

UNUSUAL URGENT ACTIVITY: CDC Readies MULTIPLE Medical Stations & EMERGENCY Stockpile Supply Deliveries to the Pacific Rim

The Centers for Disease control are prepping for MULTIPLE Federal Medical Stations & EMERGENCY Strategic National Stockpile Supply Deliveries to the U.S. Pacific Islands and Pacific Rim Nations

In short this is ABOVE & BEYOND normal planning; the CDC has specified that the delivery contract is for "Surge Tempo", meaning MULTIPLE DISTRIBUTED LOCATIONS.

Based on this contract and the 10/21/13 ready date requirement, the Centers For Disease Control are expecting the H7N9 pandemic they are preparing for to first hit in the Pacific Island areas. Possibly via high wealth individuals fleeing Pandemic Conditions in China. We do not discount a Fukushima incident either.

STAY OUT OF THE RAIN!

We detected 108 TIMES background radiation from a surface swipe of our vehicle. The reading is unusually high; and, the ratio of  surface radiation vs  airborne radiation is also unusually high.  The weather pattern is not what we consider typically indicative of a Fukushima based event.

Based on the unusual readings (higher Alpha + Beta radiation) and the surface winds, we suspect the source of this elevated radiation is the underground radioactive fire at Superfund site in Bridgeton Missouri. We cannot rule out a large scale event in Fukushima, but would expect to see other unusually high radiation readings reported across the USA.

Columbia Generating Station Operates BLIND, Once AGAIN Loses Radiation Assessment Capability

The Columbia nuclear plant in Richland, Washington has once again lost its exhaust stack radiation monitors. These monitors have been down the 9 out of the last 12 days. The original outage on August 24th resulted in a Maximum Alert notice on our part do to reports of increased background radiation "noise", which just so happened to coincide with potential fallout from Fukushima.

In this case, we have not released an alert because they appear to have gotten the system back up within a few hours of its re-demise. None-the-less, these occurrences bare watching. Fortunately we have the following reassuring words from the Columbia Generating Station:

"To compensate for the loss of assessment capability while the Turbine Building Stack Radiation Monitoring equipment was nonfunctional, a field team survey would have been used if required."  (emphasis added)

The question remains how would they know if they required a survey team if the very equipment which would alert them to such a need was not working? In other words, Columbia Nuclear was blind to a radiation detections during the failure.
