CDC Gives Itself The Power to Indefinitely Detain Healthy People En Masse Without Appeal

CDC says: We can Round'em up and Throw away the key

Based on CDC's 8/15/16 publication of  ' Rules for the Control of Communicable Diseases', the CDC is giving itself the power to forcibly apprehend healthy people  en masse and detain them indefinitely with no process of appeal.

Kindly enough the CDC is giving the public until 10/14/2016 to comment on its new found extra-Constitutional power,

"and whether there are any public concerns with the absence of a specific maximum apprehension period in the regulation."  

Of course and as would be expected from a totalitarian unconstitutional power grab,

"When an apprehension occurs, the individual is not free to leave or discontinue his/her discussion with an HHS/CDC public health or quarantine officer."  

Moreover, the CDC also would like the public's input on the fact their power is not limited to just individual persons but rather they could apprehend entire cities in mass if they so desired:

"HHS/CDC specifically requests public comment on this proposed provision to issue Federal orders to entire groups rather than individuals."

And as is to be expected since its impossible to give a medical examine to an entire city, the CDC would also like your comments on the fact

"the proposed practice to issue Federal orders before a medical examination has taken place. "

For those wishing to give the CDC their requested comments on their new found powers, the link to make such comments can be found under the SOURCE links at the end of this article. Anyone who is interested would do well to read the CDC's entire publication in the Federal Register.

The CDC's claimed power follows these Stages:

1. You (or your city) are declared "precommunicable" 
2. Apprehension and Detention [A&D]
3. Order of Isolation, Quarantine, or Conditional Release

In stage 1:

"CDC defines precommunicable stage to mean the stage beginning upon an individual's earliest opportunity for exposure to an infectious agent",

as previously indicated CDC does NOT need to give a medical exam to declare you (or your city) "precommunicable". In fact, you may be perfectly healthy, unexposed, and uninfected. All that is required is for someone to say they suspect you (or your city) had a nebulous general and poorly defined "opportunity" for exposure.

Moreover, you don't even get any due process to prove you had zero opportunity to be exposed until after CDC has proceeded on to Stage 3; The rub being the CDC can hold you (or your city) at Stage 2 indefinitely with no appeal by never proceeding to Stage 3. ie Do Not Pass Go, Go Directly To Jail.



In Stage 2:
CDC sneaks in its unlimited and unchecked authority. They've couched this authority by describing how they "generally" expect it to work in a temporary manner, but they've also clearly stated it is open ended and there is no discussion of due process in the A&D phase (again CDC wants your comments on this fact).

To see how CDC's concept of unlimited city wide Apprehension and Detention would play out, watch CDC's very own 2011 propaganda movie Contagion. A movie basically written for and by the CDC to scare the public into funding them and showcase how their heroic dream response to an outbreak would unfold.

There is no onus on the CDC to end the Apprehension phase, or to proceed on to issuing orders of isolation, quarantine, or conditional release; As such you (or your city) can be held in apprehension and detention indefinitely.


In Stage 3:
IF an order of isolation, quarantine, or conditional release is issued, the CDC gives those so ordered one chance in the first 72 hours to ask CDC to change their minds, after which unlimited detention is again on the table.

The CDC can stop, detain, and jail you anywhere.

The other key factors of note is that the CDC does NOT limit this power to the international borders. CDC says it can take such actions any where in the USA based on a claim that every action affects interstate travel.

CDC claims it can set up check points at any bus or train station in the country, or at any location that might affect interstate travel.

CDC claims that the simple act of lining up at any CDC checkpoint gives them irrevocable authority to force you to be screened. "an individual's refusal to be screened may result in quarantine, isolation, or conditional release" This could be in your car stuck in traffic at a CDC check point, a bus station, a taxi-stand, etc etc.

 "(holding that a passenger consents to an airport security search by presenting himself/herself for boarding and that such consent may not be revoked by simply walking away). Thus, in order to protect interstate travel from communicable disease threats, HHS/CDC intends for this section to apply broadly to all circumstances where individuals may queue with other travelers" 

 "HHS/CDC believes that the rationale for airport security screenings may be extended to other forms of transportation, e.g., trains and buses, because of the similar “administrative” or special governmental need in preventing interstate communicable disease spread"

FORCED VACCINATION

"CDC may enter into an agreement with an individual, upon such terms as the CDC considers to be reasonably necessary, indicating that the individual consents to any of the public health measures authorized under this part, including quarantine, isolation, conditional release, medical examination, hospitalization, vaccination, and treatment; provided that the individual's consent shall not be considered as a prerequisite to any exercise of any authority under this part."

Even though the CDC believes it can force all the above procedures on individuals and groups, it also uses "voluntary agreements" for the sole purpose of making forced actions easier to perform. Anyone breaking these "voluntary agreements", even if they didn't agree to them, is subject to criminal prosecution.

 "individuals who violate the terms of the agreement or the terms of the Federal order for quarantine, isolation, or conditional release (even if no agreement is in place between the individual and the government), he or she may be subject to criminal penalties"

Surprisingly, the one thing CDC's left out of this rule making is the creation of the their own armed Federal Police Force to carry out these action; but it can't be far off.

Given both shooters co-location, obvious political similarities, and similar claims of being lone unaffiliated gunman; one has to wonder if they were not lone actors.

Another thing thats not being reported is that Baton Rouge shooter seemingly found Jesse Williams BET speech on whiteness to be inspirational and even blogged about it.

Russia Made A HUGE Propaganda Shift Against Its Ukrainian Rebels; Signs of an Obama Appeasement

Drudge is linking a story from "Reason" which is commenting on a story from the Moscow Times that the pro-Russian Ukrainian Separatists have adopted a flag based on the Confederate States Of America's battle flag. The Russian's propaganda machine is making a propaganda link between its own Ukrainian Separatists and their supposed choice of a Jefferson Davis-esque Confederate “Ukrainian Dixie flag”. 

According to the ignorant folks at "Reason", the flag

"holds no meaning in Eastern Europe, so to whom are these Russian-backed fighters trying to appeal?"

In reality, the flag is a derivation of Saint Andrew's Cross; the Russians have used it for a long time, most recently as a Naval Jack. Its obvious what the Pro-Russsian Ukrainian Separatists where trying to link to when they picked that flag; even the Moscow Times knows that.

 The real question is why is the Russian propaganda machine drawing connections between the flag of their own guys in Ukraine and CSA's The Stars and Bars? Seems likely the Russians might be paying off a Western appeasement play by demonizing their own Confederates in Ukraine.

Those good 'ole Russkie boys in Eastern Ukraine might just be getten' ready to be sold out by their comrades. One might wager that Obama capitulated something very important to the Russians to get them to take three steps towards the door.  Certainly, the recent Russian hands off approach in Eastern Ukraine appears to support that Obama appeased the Russians with something BIG. 

Or on the other hand, maybe the propaganda is an attempt to appeal to Southern Americans to support the Ukrainian Separatists? Seems unlikely, given that no Southerner in his right mind would support the Russians knowing full well that Russia invaded Georgia from neighboring North Ossetia in 2008. If the Russian are trying to gather sympathy from Southerners, the Ukrainian separatists would be better served to base their flag off a Lynyrd Skynyrd album cover.

WIPP Electrical Design Flaw Lead to Nearly Catastrophic MidWest Airborne Plutonium Release, AND MAY YET STILL!

The Department of Energy's Waste Isolation Dispersal Pilot Plant [WIPP] in Carlsbad, New Mexico has a System of Systems design flaw which virtually guarantees that even a moderate underground fire affecting the nuclear waste will cause the facility to lose power, resulting in a massive uncontrolled release of Plutonium and Americium.

This exact catastrophic situation had started to occur during the Valentine's day nuclear fire at the WIPP facility; when by the GRACE OF GOD, elevated wind speeds spun up and  reduced the airborne Americium cloud's radioactive density. This act of Divine Providence served to lessen the Americium's ionization interaction with WIPP's electrical substation to the point where the electrical arc flashes were noted but power loss reportedly did not occur.

Based on DOE's Accident Investigation Report we have documented in detail the nature of WIPP's initial UNDETECTED Plutonium / Americium release and how it caused the reported "GREEN BURST" at the WIPP's electrical substation. see: "GREEN BURST" At WIPP Electrical Substation Triggered By Deadly Radioactive Americium Cloud

WIPP's  System of System (SOS) design flaw is as follows:

1) WIPP's electrical substation is located directly next to the mine's ventilation exhaust (see map below)

2) In event of nuclear fire, Ionizing Plutonium and Americium are discharged directly into the electrical substation

3) WIPP underground Continuous Air Monitor(s) are not placed to detect radiation in  the 6+ foot cavernous air space floating above the underground worker's heads (more detail in the video)

4) As happened on Valentine's day, Item 3 resulted in at least an hour long period of UNDETECTED Plutonium and Americium being discharged into WIPP's electrical substation, resulting in arc flashing.

5) Americium is known for its ability to ionize air and cause electrical discharges (it is used in smoke detectors for exactly this purpose)

6) Americium and Plutonium discharging into the electrical substation will (and did) cause arc flashing, and the result is likely to cause the substation to lose power

7) Power loss at WIPP equates to uncontrolled ventilation of the mine and an inability to evacuate workers

8) Uncontrolled ventilation during a fire means loss of containment, as demonstrated by the February 5th underground fire at WIPP

Aggravating factors:

1) Difficult salt related environmental conditions at WIPP make it nearly impossible to operate real time underground radioactive air monitoring without a high level of perceived false radioactive alarms. It is exactly this condition which caused site employees to disregard the veracity of the radiation alarm until 11 hours after it sounded (when secondary manual readings confirmed the release).

2) WIPP's plan to further increase underground ventilation rates makes real time underground detection even more difficult, and increases the chances of undetected stagnation pooling of radioactive materials at the electrical substation during no wind conditions.

Conclusion:

The MidWest nearly became uninhabitable on Valentine's Day, had wind speeds not picked up at the plant the facility would have lost power. It is possible the nuclear fire would have become naturally ventilated and uncontrolled, much like what happened on February 5th when an underground vehicle caught fire.

In that same light, had the February 5th underground vehicle fire occurred in a nuclear waste storage area, the resulting burning nuclear materials would have released enough  Americium to cause the electrical substation to shut down. That loss of power would have made it impossible to evacuate and or ventilate the underground. That loss of control would have resulted in the entire Midwest being contaminated in enough Plutonium and Americium that even the DOE would have a hard time covering it up.


As it stands now, the Department of Energy has not publicly recognized any of these deadly design deficiencies; its unclear if they are acting out of incompetence or some twisted greater good concept rationalizing the risk away for National Security reasons. But one thing is for sure, if DOE does not relocate and / or further risk mitigate WIPP's substation the entire Midwest remains at risk.

While DOE, WIPP, and CERMC were reporting otherwise, the POTRBLOG team  was reporting that the HEPA filtration system at the WIPP facility had to be manually activated after the Plutonium explosion causing a massive unfiltered release to the environment and contamination of the workers who had to go outside and manually activate WIPP's  HEPA system.

We based our analysis on the mathematical data released and insider information from the WIPP plant. FINALLY  MONTHS LATER, a DOE investigator presenting WIPP's accident investigation report CONFIRMED OUR REPORT.

Seems the Department of Homeland Security [DHS] is either planning the worlds largest deer hunt or they are expecting to deal with a significant level of rioting, as they just released an order for 25 MILLION rounds of 12 gauge ammo. Of course,  its also possible that DHS just doesn't want you to have easy access to 12 gauge ammo for the same reasons.

Specifically, today  (4/21/14) DHS released an order for 25 Million 12 gauge shotgun shells. of which 15 million are 12 gauge slugs and the remaining 10 million are 00 buck 12 gauge shells. Just screams deer hunting doesn't it?

Obviously such a large governmental order will reduce public availability of 12 gauge ammo, especially when one considers that the "RIO" shotgun ammunition production facility in Tennessee just had a rather large explosion, resulting in 1 fatality and multiple injuries.

So, maybe its also possible that DHS just doesn't want you to have easy access to 12 gauge ammo for the very same reasons they are ordering so much of it.

DOE Charts released today show at least 4 important things

(1) The UNFILTERED radioactive release was greatest at the START OF THE EXPLOSION, prior to 6:30 AM on 2/15/14

(2) Yet, HEPA filtered AIR indicated the highest radioactive release was between 8:35AM - 2:45PM on 2/15/14--- LONG AFTER THE EXPLOSION

(3) The above data (1&2), as reported by DOE, indicates that HEPA filters DID NOT  rapidly or automatically activate during the highest release time period; but rather, HEPA filters only activated some time after the highest Plutonium + Americium releases occurred into the environment.


(4) CERMC analysis of post HEPA filtration data served to OBFUSCATE the Plutonium release discrepancy. 

Hitherto, on 3/6 we alerted that there was a Smoking Gun in the CERMC data; "the delay in testing Station B functions to obscure the peak radioactive releases" . The Station "B" sample data had been peanut buttered out over a 4 day period. In essence, reporting the data in that manner makes it appear that it was a uniformly constant radioactive release over that entire time period. Today, DOE WIPP released readings from Station A and Station B air filters point to CEMRC's obfuscation.

 DOE indicates these filters were the source of CERMC's readings. More importantly these readings show that the radioactive release was actually measured in MUCH Finer detail than the CERMC data portrays.


CERMC Station B's  1st reported reading 
Filter ran from 2/14/2014  7:55:00 AM to 2/18/2014  4:55:00 PM

DOE's readings indicate that CERMC's report was actually a composite of ELEVEN separate filter samples.

Hopefully some one at DOE, WIPP, CERMC will rapidly and truthfully explain these discrepancies. But don't hold your breath waiting for them to do so. You'd be better served holding your breath if you lived down wind of WIPP.

You would also be better served preparing to evacuate in the advent of a 2nd explosion at WIPP. We believe it is likely that ventilation instabilities related to the 2/5/14 fire resulted in the build up and explosion combustible gases on 2/14/14. Given that the ventilation system is in even much less stable after the explosion, an another gas build up and explosion is to be expected.

The POTRBLOG team has received additional inside information in a response to our analysis of WIPP's statements that it was using scaffolding, attempting to 'STABALIZE' the mine's ventilation system, and were bringing in outside experts to help with the stabilization effort (prima facie evidence of explosion damage).

The insider, who has proven him/herself to be a reliable source of WIPP information, gave us some very shocking information in reference to our report about the ventilation system and HEPA filters at WIPP.

As a result of that information, we will have to revise UPWARDS our calculation of the volumetric size of the Plutonium cloud released from the WIPP site on Valentine's Day evening. The revision comes because we had estimated the release time to have occurred over a 30 second period based on statements, which we had accepted as being truthful, of automatic HEPA filter activation, which only took "brief moments"


Based on the new information, and the historically credible nature of the provider, we are revising the Plutonium release event time estimate to have occurred over a period of 5 to 20 minutes (if not longer). This means that the volumetric size of the Plutonium Cloud was 10 to maybe 100 TIMES larger than previously calculated. We will follow up with calculations in the near future.


We would like to expound in detail on the information the insider provided, but have been ask to hold back the shocking details. Given that the release has already happened, we will hold back the details of  the systemic failure at the WIPP facility. But, we won't hold back on how that information influences that math of WIPP's Plutonium release. However, it does make it clear to us that no information provided by WIPP can be trusted at face value. Be ready to evacuate on a moment's notice, within 200 miles, of further activity at WIPP.

Moreover, when the information that was shared with us does come out, we believe that there should be a Special Prosecutor appointed, and people should ask what DOE, WIPP, & CERMC knew, and when they knew it.

DOE WIPP's latest "REASSURING" FALSEHOOD is that

"The release material was predominantly americium-241, material which is consistent with the waste disposed of at the WIPP. This is a radionuclide used in consumer smoke detectors and a contaminant in nuclear weapons manufacturing." 

Of course this is not DOE's first FALSEHOOD about the WIPP site. For SIX days after the Plutonium Cloud was released on February 14th,  DOE reassured people that there was no above ground radioactive release. DOE's tune changed 2 DAYS AFTER the POTRBLOG team posted our mathematical analysis, on February 18th,  Our analysis was  based on insider information that WIPP had detected MILLIONS of Radioactive Disintegrations Per Minute [DPM's]. Two days later on  February 20th,  DOE sheepishly admitted that they had  indeed  detected 4.4 Million DPM's


It seems today, once again, we are going to have to use math to make the DOE admit the truth again, namely that DOE's Radioactive Cloud contained  490% MORE PLUTONIUM THAN AMERICIUM.

 The DOE desperately wants the word PLUTONIUM left out of the public's ears. DOE would prefer to have the public think the release was AMERICIUM. Hell can't nothin be bad that for somethin' named after America, especially when everybody keeps a little bit of the stuff in the smoke detector in their home. Its the updated version of the lie that inhaling Plutonium is like eating a Banana.

But don't take our word for it. DOE funds an radioactive monitoring organization which goes by the acronym CEMRC. Now CEMRC is no prize pig, we see obvious deception in their reports too. Things like making the release look smaller by averaging it out over the whole 7 days their measurement device was running, instead of just using the smaller 30 second period in which they claim the radioactive release occurred. Not only do we think that it is purposefully deceptive; we think improperly mixing units of measure speaks lowly of their Engineering Program.

DOE is running into the old problem of not being able to keep their web of deception from becoming tangled. DOE says the release MATERIAL was predominately Americium, where as the data released from CEMRC says that there was 490%  more Plutonium than Americium in that radioactive cloud.. But that should not surprise anyone, WIPP was built to hold WEAPONS GRADE PLUTONIUM, the Americium is just a minor contaminate that grows  as Plutonium 241 one starts to degrade over time. Finding Americium 241 is to Weapons Grade Plutonium 239 as mold is to a loaf of bread; its a minor blemish on the loaf but it really stands out. And, that is at the heart of the deception the DOE is using.

We show the math below based on CEMRC's latest numbers; take note that all the death and destruction came from 0.012 Grams of AIRBORNE DISPERSED radioactive material, then consider the site still contains TONS of Radioactive Material waiting for the next larger explosion.

New information from the WIPP town hall meeting in Carlsbad, NM puts the strength of the Plutonium Cloud THREE TIMES higher at the epi-center of the radioactive release, as compared to the data we previously had from roughly 1/2 mile Northwest of the radioactive release. Hence, at TIME ZERO, GROUND ZERO, the Plutonium cloud measured approximately 330,000,000 Becquerels, all released within a 30 second time frame; comprising an estimated 10,000 cubic meters of contaminated air.

A proven reliable source with inside information on the internal happenings at the WIPP  Plutonium disaster has provided us with radiation reading for Saturday 2/22/14, taken before and after HEPA filtration of the exhaust air from the WIPP mine shaft. Based on that information, and using risk mitigating assumptions, we calculated that Plutonium and Americium are CURRENTLY being RELEASED INTO THE OUTSIDE AIR at a rate of 400,000 Disintegrations Per Minute (DPM), for every single minute the ventilation system is running. For those more comfortable with the Becquerel as a unit of measure, that works out to the plant exhausting 6,667 Becquerels of Plutonium and Americium PER MINUTE into the outside air.

Our source informed us that at Station A (prior to HEPA filtration) that the small amount of air which is being sampled returned a reading of several hundred DPM's; and that the POST HEPA FILTERED AIR was reading approximately 20 DPM's.

WIPP planning documents indicated that their ventilation system has 3 fans, which which add up to at total ventilation capacity of 20,000 Cubic Meters of Air per minute. The ventilation system has 4 circuits. It is unclear which circuits are running, or at what rates. It is also unclear if there are even higher concentrated released going out of the other shafts at the plant. But given the information available, the wise risk mitigation based measurement for current releases is 400,000 DPM's every single minute.

It is also important to note that the sampling filters are tiny in comparison to the over all airflow, only a small subset of air is measured. The photos of the Station A sensors/ filters show a pipe roughly 1/2 inch in diameter as the air sample source. The actual exhaust pipe is tall enough for a person to walk in. The plant also has 4 ventilation zones, it is unclear which zones are currently being ventilated. Hence 400K DPM per minute is the MINIMUM Radiation release number on which a wise person would base risk mitigation decisions.

During the first 30 seconds of the disaster before HEPA filtration started, we calculate that a Plutonium + Americium cloud of 6.6 BILLION DPM's (110,000,000 Becquerels) passed by a radiation monitor 1/2 a mile North West of the Plant.

Those numbers do involve assumptions forced upon us by DOE and CERMC because they don't release the full context of the their detections (they prefer to use Bananas as a basis of radiation exposure). Our numbers are based on conservatively risk mitigating public health exposure, with context derived from WIPP data gleaned from the EPA permitting documents.

In that regard, understand that when  WIPP and CERMC release this data in a few days, you can expect AT BEST they will only mention 20 DPM being measured. Don't expect them to deliver the truthful context of what that means, nor should you expect them to release the RAW DATA and info to check their calculation. It is of utmost importance to them that they control the narrative of what is happening at WIPP.

Sunday night we took a trip to our local Cabelas to buy a new FoodSaver vacuum sealer. Unfortunately the shelves were bare of the model we wanted. We asked a helpful employee when they might expect the next shipment to arrive, he dutifully checked the app on his smart device and said Cabelas didn't have any on the way, so there was no telling. Then we noticed the store employees' had a fast emptying roll away cart with about 100,000 rounds of 22lr ammo on it; they were handing it out one 500rnd brick at a time, limit one per person. Along with each brick of ammo came a Cabela's credit card application. Much like finding bread at a Soviet grocery store, the people in line were rapidly trying to call their friends and relatives to rush down to Cabelas and pickup their allotment while they still could. When I asked the friendly employee when they might expect more to come in, he didn't even bother to check his smart device to answer.

The beauty of the modern supply chain is the system has visibility of every empty shelf; just imagine what the Soviets could have done if they had known when their shelves were empty. Actually its not hard to imagine, its not like centralized planning could produce more food or goods even if it wanted to. No, the result would have been that the limited supplies would have been more readily doled out by the government as rewards for compliance and complicity with the system. Its a system the Government would love to implement on ammunition. Call it Smart Grid for ammunition, truth in advertising would actually call it Rationing Grid. Yes, that is the true purpose of the Smart Grid is to ration energy. That is why all funded Smart Grid designs are of Centrally Planned Top Down design architecture. A true functional Smart Grid would have a architecture driven from the bottom up; much like a farmer deciding what to plant and when, vs Soviet Style Famine'ing er "Farming"

But its not just ammunition or electricity, ObamaCare is such a system too. Its a classic example of creating more government as a supposed fix for governmentally created problems. As such, FDA regulations have caused a shortage of Saline (salt water) Solution, and many other drugs too.

Hard to imagine a shortage of salt water isn't it? To "fight" such shortages the FDA is putting out even more regulations to require the Government's approved manufactures to warn the Government when the harvest, err medical supplies are going to fall short.

In a free non Soviet world, someone would decide that now is a good time to start producing sterile salt water; TRY IT see how government regulation is designed to keep you from starting your own business to compete with the favored business. Try setting up your own Doctors Office outside of ObamaCare. Try loading and selling your own .22lr ammo and see how fast you end up in jail. Try selling cupcakes out of your home.

Of course someone reading this right now is screaming, BUT ITS ALL TO KEEP US SAFE. Lol, no its not! We had a perfectly good legal system designed to allow people to combat fraud; we also had a perfectly good system that allowed people to take their money elsewhere and NOT TO CHOOSE crappy products and services. And that is why regulations exist, to prevent you from taking your money elsewhere, and to force you to use "The Company Store".

You know its a bad sign when the Commissioned Corps of the Public Health Service (CCPHS) which is trying to increase its personnel ranks to 6000 members, makes an order for 2,900 of their highest awarded medals and ribbons for a Public Health crisis they haven't even fought yet. Especially when there are only 5,000 to 6,000 people in the Commissioned Public Health service to begin with. When a military organization is preparing to give half of its Commissioned personal the highest class of medals possible, you have to wonder how many will be given posthumously. We checked if they had ever placed an order like this before and we found none.

From the chart below, you can see they want these medals to arrive in 30 day cycles up to 120 days after the initial order. Its likely they will also award many other lower level medals that individual officers will have to purchase themselves. However, the roughly 3000 medals in this purchase order are considered so high in merit that the Government is willing to pay for the medals. Certainly seems like they are planning to claim so sort of major victory with an order quantity of that size

All of the Medals are for services beyond the call of duty, many are specifically awarded for the functional equivalent of achievement during battle

Standing out in the purchase order are 35 Distinguished Service Medals, the very highest medal the CCPHS can award.

Also notable in the purchase order are 250 Field Medical Readiness Badges, which requires that the recipient took part in a deployment that was not part of the normal job criteria.

Of course none of this is happening in a vacuum, as we previously reported the CDC has created an entirely new division for the purpose of nationalizing State and Local level public health employees during times of crisis. Part of that involves the CCPHS increasing its manpower level by an additional 1000 officers. 

But all of this is just one spoke in the massive C4ISR nationalization of the health care system that is underway as things unfold. The Government doesn't like to let a good crisis go to waste, and H7N9 may provide the excuse to nationalize healthcare in away only possible in totalitarian society.

We've come to a perfect storm of ObamaCare combining with the threat of H7N9 giving Congress the cover to fund invasive totalitarian C4ISR healthcare. One wonders how the Patriot Act was written and waiting in the wings to be implement on two days notice. The purpose of EPA's effort is to identify individuals with communicable water born spread diseases and correlate their self reporting on Twitter with the results of water quality testing. Most people don't know that the United States of America has been in a CONTINUOUS STATE OF NATIONAL EMERGENCY since WW1. It is a never ending and on going State Of Emergency which gives the President his powers to rule by decree and to control the individual States military forces as if they were part of the Federal military force.

Of course, the Executive Branch has to keep coming up with NEW National Emergencies to justify the continued use of such powers. A hundred years ago they had World War One as the excuse; these days they don't even bother making it believable,  Barack Obama's  May 2013 Executive Order declaring the rebuilding of IRAQ a National Emergency is just such a farcical example of the excuses given to maintain these kingly powers.

But it goes beyond the Executive branch, most people don't know how our entire monetary system was Nationalized by a sneaky Christmas Eve Congressional move, also taken in the prelude to WW1. What even fewer people realize is that this same takeover pattern is now being repeated with the Medical system.

We will have more to come on this in coming weeks.  One thing you can expect to happen as the medical system declines is the creation of non-specific, indefinite Emergency Use Authorizations (EUA) as a permanent quick fix for a system in decline. But don't expect things to fall apart overnight, one has to boil the frog slowly lest it becomes aware its being cooked; its taken us one hundred years to get in the mess we are in today. However, any good crisis and panic needs to be properly taken advantage of for the people to celebrate and demand further decline. ObamaCare and a possible H7N9 pandemic is certainly made to order to fit that bill of goods.

It appears that the Canadian Chinese victim of the H5N1 may have become infected by contact with an individual who had a simultaneous "Common" Cold (HCoV  229E) and subclinical  H5N1 infections.

She was found to have HCoV 229E in a nasopharyngeal swab, but not in her lungs. Canadian medical officials supposedly did not observed any coughing, but did report vomiting (any one sharing the aircraft restroom with her should be concerned).

Given the lady's lack of exposure to poultry in Beijing and  the lack of reports of H5N1 in Beijing, the HCoV 229E and H5N1 combination are prima facie evidence that she was infected by H5N1 via a person who was  subclinically shedding birdflu, but who was simultaneously clinical for common cold symptoms which thereby allowed the H5N1 to be readily transmissible and yet present subclinically. Such cases tend would tend to go undiagnosed.

But, none of that excuses the lack of proactive treatment given  the ~20 year old Chinese Canadian nurse from Reddeer. She was diagnosed with pneumonia after her return from China but was UNBELIEVABLY not even given the option of Antiviral treatment. In the after math of her death, the public health herd based medical system kicked in to figure out what happened after the fact.

In the short term, it is more economical and effective to let a few sentinel cows die off, and trigger a public health response in the after math, than it is to pro actively treat, test, and investigate a cow that might be the sentinel of a unusual outbreak. The system can get away with it because the cow in question is not the one paying them for their services, and the government which redistributes wealth to pay for those services also prevents the cow (or its relatives) from effectively engaging in medical malpractice lawsuits. Unfortunately we now too have such a veterinary, herd based medical system now forced on us as ObamaCare here in the United States. The key with selling these systems to the public is hiding the decline of the system as it switches from a patient-doctor healthcare interaction to a Government-doctor-herd based system, while simultaneously making each individual in the herd believe that they are going to be treated as if they were a prized Heifer. 

What is clear is that universal Healthcare did not give the poor Canadian  a fighting chance at life, and while in the short run it might have been cheaper not to offer her antivirals, and perform flu tests; in the long run, the woman had at least 12 days to expose North America to a deadly disease. So while the Canadians are singing the praises of their response to the situation, have no doubt it was an abject failure for both the lady who died, and the public who believes that authorities have any capability to actually prevent the import of a deadly disease or stop it immediately after it enters. Don't be surprised if H5N1 has made it into the Canadian eco system, and don't be surprised if there are already several hidden cases of H7N9 bird flu in the Seattle and Vancouver areas.

On 12/27/13 The Department of Health & Human Services will release a 453 page list of regulations requiring ALL Medicare and Medicaid providers to engage in Doomsday prepping.

The POTRBLOG team had hoped to shut down for Christmas but we knew that such media dead periods are when most vile government regulations are attempted (the Christmas vacation creation of the Federal Reserve as an example), so we had our eyes open.

The Government's rationale for imposing these Doomsday prepping regulations on ALL Medicare and Medicaid providers is Eye Opening TOO:

"Based on our analysis of the written reports, articles, and studies, as well as on our ongoing dialogue with representatives from the federal, state, and local levels and with various stakeholders, we believe that, currently, in the event of a disaster, health care providers and suppliers across the nation would not have the necessary emergency planning and preparation in place to adequately protect the health and safety of their patients. Underlying this problem is the pressing need for a more consistent regulatory approach that would ensure that providers and suppliers nationwide are required to plan for and respond to emergencies and disasters that directly impact patients, residents, clients, participants, and their communities".

Of course this is only part of the story, just in time for H7N9 fears, the entire Public Health system is getting a C4ISR overhaul and Federal integration that will make the NSA scandals look like a kindergarten prank.

CDC's Secret Security Force, Not Very Secret, But Definitely Scary

The Drudge Report had a headline today informing people about ObamaCare setting up a Secret Security Force. For those aware of what is going on with the Government's H7N9 pandemic planning, it is not very secret. But it is something the media does not cover much, likely because of the concern it would cause if the citizenry knew that- yes the CDC believes it has the authority to put a gun to your head and force you to take that shot of experimental H7N9 vaccine. And, oh by the way, they just did order 600 million syringes to give every person in the USA two shots.
